The Law Enforcement Professionalization and Accountability Act
Police officers have one of the hardest jobs in America. They face danger, make split-second decisions, and carry the weight of public safety on their shoulders. The vast majority are good people trying to serve their communities with honor.
But here’s the problem: We require more training to become a licensed barber than we do to become a police officer in many jurisdictions. Anyone can become an officer with just a few weeks of training and minimal screening. That’s not fair to communities—and it’s not fair to the good officers whose profession gets tarnished by those who never should have worn the badge.
What it includes:
- National Training Standards: 600 hours of minimum initial training (6 months) covering constitutional law, de-escalation, crisis intervention, use of force, community policing, and ethics — plus 12 weeks of supervised field training and 40 hours of annual continuing education.
- Psychological Screening: Clinical evaluations before certification and every 2 years after, with automatic disqualification for domestic violence convictions or untreated mental health issues. Confidential counseling and trauma support so officers can seek help without career penalty.
- National Certification: Federal certification that travels across state lines, renewed every 2 years, revocable for misconduct — so problem officers can’t quietly move jurisdictions when they get fired.
- Accountability Database: A nationwide DOJ-maintained record of certifications, use-of-force incidents, complaints, and discipline. Required reporting from any department taking federal money, with public quarterly statistics.
- Use-of-Force Rules: A clear force continuum, primary duty to de-escalate, ban on neck restraints (except when lethal force is authorized — and every such use is reviewed afterwards by the independent civilian review board against a written standard, with the finding published, so the officer’s judgment starts the review rather than ending it), affirmative duty to intervene when other officers use excessive force, and duty to render medical aid.
- Body Cameras and Independent Investigations: Cameras required and activated during encounters. Deaths and serious injuries investigated by an outside agency, not the officer’s own department.
- Civilian Review Boards: Federal grants for jurisdictions that create independent boards with subpoena power and majority community membership.
- Qualified Immunity Reform: Officers no longer shielded for clearly unconstitutional conduct, but still protected for good-faith reasonable mistakes. Damages capped and covered by municipal insurance — officers not personally liable except for criminal acts.
- Funding Conditioned on Compliance: After a 3-year phase-in, federal law enforcement grants (Byrne JAG, COPS) require meeting these standards. New grants total $1.4B annually: $500M training, $250M recruitment, $100M mental health and wellness, $300M community policing.
